Really, Batman? Really? You can’t pull out tiny stakes that are hammered into SAND? The ones at your feet are hammered into WET SAND, and you still are struggling with them? Really? Is this really a credible threat to you?
Aside from your observation- Couldn’t he just slip out of his boots and gauntlets and free himself that way? Not to mention the tuft of grass on the hillock tells me the tide doesn’t come in as high as his head.
Obviously a Year One storyline when Batman had no idea what the hell he was doing. Seriously, any time anyone says that Batman could kick Superman’s ass should be handed this comic.
This may have been at a time in DC continuity when writers and artists were afraid to alter the appearance of their characters in the slightest, so removing boots and gloves was still uncharted territory. “He can take his gloves off!” “Wait…in all the pictures we have of Batman, he’s wearing gloves. So the gloves stay on. Think of something else.”
Oh come now, for all we know, those stakes go 30 feet down, and are anchored in 2 ton concrete blocks. Right?

Wrong. He’s fighting Catman. They’re stuck in sand.
